Prologue - The End of a War

His Excellency, Raustor, the Supreme Dragon of the Draconic Confederacy surveyed the landscape as he flew overhead with his comrades. It seemed everywhere they looked a new battlefield popped up. The world had enjoyed peace for so long despite the problems with the gods. The betrayal of Set left the gods and the mortals divided. It was time to put a stop to the war. His Excellency did not like this new responsibility being thrust at the Draconic Confederacy. For years they had kept the peace in Draconia through the operation of an international confederacy. Who knew it would be religion that destroyed the peace?

The Council of Dragons was approaching the Mountains of the West, the gateway to the Offering Fields. There they would make the crossing that no elemental dragon had ever made. As they flew over the mountains, they got no sensation that the world was fading behind them, as was told in some accounts of those who have previously made the trip and returned to talk about it; instead, their draconic sense of the planes told them they were crossing over into a new plane. If it weren’t for this sense, there would be no indication as to when they entered a new world.

The dragons crossed the world to where the gods were fighting; the Supreme Dragon thought it was a good thing he was a dragon, for the gods were in their pure form, which would burn a mortal alive from the mere sight of the gods. The dragons unleashed a synchronized blast of their breath weapons. The minions of the gods were frozen, burned, poisoned, and paralyzed. The gods stopped fighting as the dragons landed in the middle of the field. In that instant, the gods knew that one way or the other, the war was over.

The Council of Dragons returned to Draconia having successfully settled the matter between the gods. They had set Horus on the throne of the gods and then took their leave. Just like that, the war was over. They had already decreed that the worship of certain gods was forbidden. While flying over the Central Desert, Supreme Dragon Raustor suddenly went into a steep dive. The other dragons followed, confused. When they landed, Raustor said “We need to speak on a sensitive matter, which is why I decided to land here. I want to distribute the items.”

Councilman Airastuss spoke up, “with all due respect, sir, I don’t get you. This war just proved they’re not ready.”

“I know,” responded Raustor. “They may not be ready for the items, but this war proved that they need them.” The other dragons looked confused, again. Was this another one of Raustor’s crazy ideas? He’d been having a lot lately. Councilman Griffott chimed in, “I’m with Raustor. If we distribute the items in such a way, ensuring their safety and protection, there is no need to fear.”

Councilman Airastuss was still hesitant; “you are so naïve. Do you really think that just because we issue a decree that there won’t be those who rebel? Especially with items of such power?”

Raustor responded, “There is no danger of that. The items are only as powerful as we are. We cannot make items of greater power than we ourselves possess. I motion to distribute the artifacts; all those in favor, say aye.” All but Airastuss reply in the affirmative. To this Airastuss responds, “I see I am outvoted; I will go along with this plan, but I want the record to reflect that I was against it.”

Raustor nodded, but secretly he knew that there would never be a record of this vote. The only way the Council worked was with transparency between the Council and the Chancellor; a secret vote was not technically allowed; neither was a vote of a partial quorum. Without the presence of the Dragons honorarium, this was not a full quorum. The dragons took off and continued their journey back to their headquarters on Dragon Island.
